Opportunity Information: Apply for BJS 2016 9920

The Bureau of Justice Statistics (BJS) FY 2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program: Phase II is a discretionary cooperative agreement opportunity focused on helping states strengthen and expand incident-based crime reporting so national crime statistics can be produced from detailed, incident-level records. The broader NCS-X project aims to create a nationally representative system that captures offenses known to law enforcement using incident-level data. It does this by building on the FBI's National Incident-Based Reporting System (NIBRS), which already includes reports from more than 6,500 agencies, and by recruiting an additional, carefully selected sample of 400 law enforcement agencies so the resulting data can support national estimates rather than only describing participating jurisdictions.

This Phase II solicitation is designed to continue implementation work that began under earlier NCS-X efforts while also carrying out multiple data quality assessment projects. In practical terms, it supports state programs in upgrading their ability to collect, validate, and transmit incident-based data that meets FBI standards, and it emphasizes quality and consistency so the data can be used confidently for statistical estimation at the national level. The emphasis on data quality assessment reflects BJS's goal of not just increasing participation in incident-based reporting, but ensuring the resulting data are complete, comparable across jurisdictions, and reliable enough to support national measurement of crime.

Eligibility is intentionally narrow and targeted to specific states where incident-based reporting capacity is limited or incomplete. Applicants must be either (1) the agencies that oversee state Uniform Crime Reporting (UCR) Programs in Alaska, Arizona, Georgia, Hawaii, Illinois, Kansas, Minnesota, New Jersey, New Mexico, Oklahoma, Oregon, Texas, or Utah, or (2) in Indiana or Mississippi, the state agency authorized by statute or executive order to collect and report crime data to the FBI UCR program (since those states did not have a state UCR Program at the time). The 15 eligible states were selected because they either lacked an FBI-certified incident-based reporting component, had NIBRS certification but incident-based coverage from reporting agencies was below 80 percent of the state population, or did not have a state UCR Program. The solicitation also allows another agency within an eligible state to apply and administer funds if there is a mutual written agreement with the state UCR Program, documented through a memorandum of understanding or similar document included with the application.

The award structure is a cooperative agreement, which usually means BJS expects substantial involvement in the work beyond a typical grant relationship, often through collaboration on project direction, deliverables, and monitoring. The funding activity category is Information and Statistics under CFDA 16.734. The original application closing date was June 3, 2016, and the opportunity was posted April 19, 2016. The listed award ceiling is $45,000,000, with an expected 28 awards, indicating support could be distributed across multiple state-level efforts and related activities under the program's implementation and quality improvement goals.

While BJS generally has authority to make awards to a wide range of entities (states, local governments, tribal governments performing law enforcement functions, nonprofits, for-profits, and higher education institutions), this particular solicitation restricts who can apply based on the state UCR role and the states identified. For-profit organizations, if involved under BJS authorities, must agree to forgo profit or management fees, and foreign governments, foreign organizations, and foreign institutions of higher education are not eligible to apply. Overall, the opportunity is best understood as a targeted push to bring selected states closer to full, high-quality NIBRS participation so incident-based data can underpin the next generation of national crime statistics.
