In addition, there are spending restrictions: grant funds cannot be used for construction-related costs, vehicle purchases, property rental, and alcoholic beverages. Applicants should plan budgets accordingly and be prepared to justify each line item as directly supporting eligible program activities.

Eligibility is broad and includes applicants from both the United States and the Dominican Republic. PAS encourages submissions from registered nonprofit organizations (including think tanks and civil society or nongovernmental organizations with relevant programming experience), individuals, and nonprofit or educational institutions. The funding instrument is a grant, and the opportunity anticipates multiple awards (expected awards: 10), with an award ceiling listed at $150,000, meaning proposals should be designed with realistic scopes and budgets that fit within that upper limit.

The main narrative proposal is capped at 10 pages and must be written clearly enough that a reviewer unfamiliar with the applicant can understand exactly what will be done and how it will be implemented. Required sections include a proposal summary, an introduction to the applying organization or individual, a problem statement, program goals and objectives, program activities, methods and design, a proposed schedule, key personnel, partners, a monitoring and evaluation plan, a sustainability or future funding plan, and a Diversity, Equity, Inclusion, and Accessibility (DEIA) plan. The budget justification narrative should explain each expense in detail after completing the SF-424A, demonstrating that costs are reasonable, allowable, and closely tied to the program design.
