Opportunity Information: Apply for PAS SANTODOMINGO FY23 01
The U.S. Embassy Santo Domingo Public Affairs Section (PAS), under the U.S. Department of State, is offering funding through its Public Diplomacy Grants Program under an Annual Program Statement (Funding Opportunity Number: PAS SANTODOMINGO FY23 01). This opportunity is described as being subject to the availability of funds and is designed to support programs that deepen cultural, educational, professional, and scientific ties between the United States and the Dominican Republic. The core idea is public diplomacy: projects should build mutual understanding, highlight shared values, and encourage practical bilateral cooperation. A key requirement is that every proposed program includes a clear American element, meaning a concrete connection to the United States such as U.S. cultural content, collaboration with American experts, or engagement with U.S. organizations or institutions in a relevant field, with the intent of improving understanding of U.S. policy and perspectives.
Projects are expected to align with the U.S. Mission’s priority goal areas in the Dominican Republic. These priorities emphasize (1) supporting a more inclusive Dominican Republic with stronger institutions that can resist authoritarianism, (2) promoting a secure and healthy Dominican Republic that supports U.S. security interests, and (3) encouraging an economically stable Dominican Republic that remains a strong commercial partner for the United States. While the announcement does not prescribe specific project models, it signals that competitive proposals will clearly connect planned activities and outcomes to at least one of these themes and show how the work will strengthen U.S.-Dominican relationships through exchange, professional engagement, or cultural programming.
The statement also draws clear lines around what PAS will not fund. Ineligible activities include partisan political programs, charitable or traditional development assistance activities, construction, programs supporting specific religious activities, fundraising campaigns, lobbying for particular legislation or government programs, scientific research, projects aimed primarily at growing the applicant organization itself (rather than delivering public-facing program impact), and initiatives that duplicate existing programs. In addition, there are spending restrictions: grant funds cannot be used for construction-related costs, vehicle purchases, property rental, and alcoholic beverages. Applicants should plan budgets accordingly and be prepared to justify each line item as directly supporting eligible program activities.
Eligibility is broad and includes applicants from both the United States and the Dominican Republic. PAS encourages submissions from registered nonprofit organizations (including think tanks and civil society or nongovernmental organizations with relevant programming experience), individuals, and nonprofit or educational institutions. The funding instrument is a grant, and the opportunity anticipates multiple awards (expected awards: 10), with an award ceiling listed at $150,000, meaning proposals should be designed with realistic scopes and budgets that fit within that upper limit.
The application package has specific formatting and content rules, and proposals that do not follow them can be ruled ineligible. All documents must be in English, budgets must be presented in U.S. dollars, pages must be numbered, and documents should be formatted for 8.5 x 11 paper. Word documents are required to be single-spaced, in 12-point Times New Roman, with at least one-inch margins. Mandatory federal forms include the SF-424 (for organizations) or SF-424-I (for individuals), the SF-424A (budget information for non-construction programs) plus a separate budget justification narrative, and the SF-424B (assurances for non-construction programs). These standard forms are available through the grants.gov SF-424 family forms page.
In addition to the federal forms, applicants must include a summary cover sheet listing the applicant name and organization, proposal date, program title, proposed start and end dates for the program period, and a brief statement of purpose. The main narrative proposal is capped at 10 pages and must be written clearly enough that a reviewer unfamiliar with the applicant can understand exactly what will be done and how it will be implemented. Required sections include a proposal summary, an introduction to the applying organization or individual, a problem statement, program goals and objectives, program activities, methods and design, a proposed schedule, key personnel, partners, a monitoring and evaluation plan, a sustainability or future funding plan, and a Diversity, Equity, Inclusion, and Accessibility (DEIA) plan. The budget justification narrative should explain each expense in detail after completing the SF-424A, demonstrating that costs are reasonable, allowable, and closely tied to the program design.
Applications were accepted on a rolling basis until July 31, 2023, with PAS reviewing proposals as funding became available, so timing and readiness of a complete package mattered. All application materials had to be submitted by email to SantoDomingoGrants@state.gov, which is also the contact point for questions about the application process.
